Treat it as one. Shut off the breaker for that outlet right away, unplug anything nearby if it's safe to do so, and call 911 if you see smoke. Once things settle down, an electrician needs to track down the cause before anyone uses that circuit again.
Flickering lights, warm switch plates, buzzing sounds, and breakers that trip for no clear reason all point to trouble. Two-prong outlets and cloth-covered wiring are also red flags in homes from a few decades back. Catching these early can head off a much bigger problem down the road.
Tripped GFCI outlets top the list, since one can knock out several other outlets on the same circuit. Check the bathrooms, kitchen, garage, and outdoor outlets for a reset button first. If that doesn't do the trick, a loose connection or worn-out outlet could be to blame.
Take a quick look outside. If your neighbors' lights are off too, report the outage to the Electric Power Board (EPB) and wait it out. When it's only your house, check the panel for a tripped main breaker and call an electrician if it won't reset or you smell anything burning.
For anything beyond a tripped breaker, call a licensed local electrician. EPB handles outages and the lines up to your meter, while everything from the meter into your house is the homeowner's responsibility, including their electrician.
